Policy support from Chinese government for the clean energy
The statue of Chinese clean energies’ structural development draws more and more attention and regard from Chinese government. The government has made many high standard strategy plans for clean energy development and policy measures for promoting the development of clean energy, among which, includes Renewable Energy Law established in January 2006, and Clean Development Mechanism (CDM) Regulations came into effect since June 2004. The eleventh Five Year Plan put forward the target that energy consuming for each unit of gross domestic product (GDP) should be reduced by 20% by 2020. And the new Energy Law that under compilation aims to reinforcement laws and regulations for clean energy, and strengthen the role of these laws and regulations in the synthesis application of more extensive energies.
The National Development and Reform Commission and the Ministry of Land and Resource, together with other 6 departments jointly published “Notice on speeding up structural adjustment of electricity power industry and promoting healthy, orderly development”, putting forward strategic guidance and outline for problems related to power plant construction, power generating attempering and other aspects during the eleventh Five Year Plan. For the development of clean and high efficiency energies such as hydropower and nuclear power, the country provided policy support.
The characteristic of policy support are: firstly, policy established by a country is in response to the international trend and it is in accordance with the development of the current affairs; secondly, government established policy has its stability; thirdly, it can promote the development of Chinese clean energy; fourthly, it can adjust and control the mainland’s energy in macro so that to assure the energy reserve for the future; finally, it can alleviate the environment degradation and climate change.
Chinese economy develops fast, and the energy demand is large, so it is urgent to develop clean energy and renewable resources, thus cooperation of all levels of government is needed to fulfill the target of clean energy, and boost the further development of clean energy at last.
